Welsh housing association Trivallis has appointed Wates Residential as development partner for the £209.3m regeneration of Penrhys in Rhondda Cynon Taf, South Wales. The programme aims to transform the existing estate into a mixed-tenure neighbourhood, delivering approximately 800–900 homes over the coming decade.
The first phase will deliver around 121 homes, with plans for improved green spaces, play areas, community facilities and commercial premises. More than half of the new homes are expected to be sold privately, helping fund the wider regeneration.
Following the 9 October 2026 appointment, Trivallis and Wates are progressing towards contract signature and planning approval, with construction anticipated to begin in 2027.
The appointment of Wates moves Penrhys closer to delivery and creates a credible opportunity for agencies specialising in placemaking, residential branding, property marketing and community communications.
With a substantial private-sale component, the development will need to appeal to prospective homebuyers while retaining the identity and community character of Penrhys. This creates potential for neighbourhood positioning, residential marketing identities, sales campaigns, development storytelling, environmental graphics and phased communications.
Trivallis has already undertaken extensive resident engagement and produced consultation materials, so the opportunity is not to assume this work is starting from scratch.
The stronger commercial angle is the transition into development delivery, future housing sales and the communication needs of a new mixed-tenure neighbourhood.
These are inferred creative opportunities. No separate external agency commission has been announced.
